Page 1 Community Organization in the Islamic Emirate Afghanistan Community organization at the mass level is absolutely essential for the survival of the Islamic regime. The imperialists are trying to undermine the legitimacy of the Islamic rule at the mass level by setting up a network of community based organizations (CBCs) and NGOs1 throughout the country. Dismantling this network and organizing communities along Islamic lines should be a primary concern of the Islamic government. This is not a difficult task for the mujahideen have during the period of the harbi jihad (2002-2021) already built community institutional networks in vast areas of Afghanistan. What is required is to build up this network, link it to district, provincial and central state decision making structures and consolidate and expand its social reach. WGAE has suggested the following mechanisms for community organization: 1. The establishment of planning units at the enterprise and local levels to participate in output, investment and employment target fixing and in the plan implementation process on a continuing basis. 2. The establishment of dawah majalis at district, enterprise and local levels to promote and assess impact of economic and social policies on the religious and moral behavior and outlook of community members and to support mujahideen in economic and social policies implementation to enhance such impact. The Dawah majalis should be a channel for the provision of health and education services at the local and enterprise level for enhancing the credibility and popularity of the policies of the Islamic government. 3. The establishment of supply organizations at the local and district levels to assess the need for basic goods (grain, shelter, tools, arms) at community levels and to organize transfer of surplus output of these basic goods to deficit regions and localities2. 4. Mosque based community Auqaf, tamveeli centers for collecting amanat at community level and for meeting Qard-i-Hasna needs and daulat afzai investment expenditures at local level. The Auqaf would be entitled to make proposals for project investment to a central institute – say the Awami Islami Tamveeli Institute of Afghanistan (The AITI) for evaluation and consolidation in light of the targets of the national credit and currency plan. The AITI may also issue non-tradable, fixed term certificates for attracting public interest in community based infrastructure and health sector projects as well as projects for technological upgrade3. AITI will also be responsible for distribution of currency issued by Da Bank Afghanistan (renamed as the Central Tamveeli Institute of Afghanistan) through the community Auqaf at the market and enterprise level. 5. Here, it is worth mentioning an important political aspect of this plan. At the higher levels of Described in detail in WGAE analysis of Humanitarian Group, UN and World Bank policy documents. Details of these proposals have been presented in A Planning System for Islami Islamic Emirate Afghanistan Afghanistan WGAE 2022 3 Details in the WGAE document “Planning System for Islamic Emirate Afghanistan. 1 2 |

Page 2 communities, their will be direct participation of government agents in the leadership. At lower levels of community, the leaders will be selected by the higher level organizations, with government representatives, to ensure that ideologically correct leadership is present. The association of this leadership with the Tamveeli organizations will provide them with substantial political power within the communities, as they will be able to support requests for financial assistance and local infrastructure investments. It is important to ensure that this is done fairly and justly, and perceived to be so fair and just, according to Islamic principles, by the public. This is what will win the hearts of the public. It must be realized that in the exceptional circumstances in which Afghanistan finds itself today community building and organization is a state project. It would be unrealistic to assume that community life in Afghanistan is wholly Islamic. Only about 5 percent of the population actively supported the mujahideen during 2002-2021. During the occupation period the secularists tried to deeply penetrate Afghan society and they are still trying to do so through the imperialist “bottom up” strategy of community institutionalization and human rights ideological advocacy. Corrupting Afghan women and turning them into prostitutes and wage laborers is the principle task imperialism has set itself. The mujahideen today are a small minority in Afghanistan. Their key resource is state power (in this they are like the sahaba in the early days of the madina) . This state power must be used to govern community life and market processes in Afghanistan. The key instrument available to us for community and market governance is planning – planning of production, investment, employment and community institutionalization. Planning mechanisms must be used to enhance Islamic consciousness at the community level and to delegitimize imperialist/secular penetration of Afghan economy and society. |
