Steps to Institute Mass Level Planning in the IEA
Steps to Institute Mass Level Planning in the IEA Objectives: To ensure that Islamic values (tawakkul, sabr, infaq) are strengthened by economic policymaking and implementation process To involve the masses (especially those who supported the armed struggle during 2001-2021) in the process of national economic management. To introduce the popular appreciation of the Islamic government’s economic policies and strategies and to shape the economic expectations of the masses. Introducing mass level planning is necessary because the natural impact of macroeconomic management is the creation and nurturing of capitalist individualities. As an economy develops people become more and more selfish, greedy and pleasure-seeking. Islamic virtues – tawakkul , sabr, infaq – become socially irrelevant. This is the natural outcome of capitalist market operations and is happening throughout the world. People become concerned solely with attainment of the capitalist rights and do not view معاش as a means for achieving falah in معاد. An Islamic regime cannot survive if this type of individuality becomes dominant at the mass level. If this is allowed to happen the Islamic character of the Taliban regime will gradually be eroded and Afghanistan will become a normal dominated capitalist economy and state subjected to imperialist governance. This will be a great tragedy in Islamic history and the war we won in the battlefield will be lost in the economy. Therefore we must do all we can to prevent the emergence and dominance of capitalist individuality at the mass level in Afghanistan. To do this the state must develop an institutional mechanism to govern the market. The market is a capitalist institution for maintaining capitalist individuality. It colonizes society for this purpose. At present it is semi-emergent in Afghanistan where the traditional Islamic bazar structures carry economic transactions. However during the 40 years of Russian and American occupation the imperialists have succeeded in institutionalizing and legitimating market transactions in the financial sector and in several segments of the industrial and service sectors. Now imperialists seek to consolidate the integration into global commodity and money markets and to use them as a conduit for permeating this traditional bazar economy. Mass level planning is an instrument to frustrate this imperialist strategy and to ensure that capitalist individuality does not become dominant in the Afghan economy. Steps to institutionalize mass based planning Establishment of a central planning commission and a central statistical organization in Kabul reporting to the cabinet. Establishment of a Dawah Majlis under the Ministry of Nahi anil Munkir associated with the Planning Commission. Establishment of branches of the Planning Commission at All provincial governments All district governments In all major production units In all major markets Branches of the Statistical Office and the Central Dawah Majlis should also be established at provincial, district, local, farm office and market levels.
The officials of the Planning Commission at the district, local, farm and market levels should be those mujahideen and their active supporters who participated in the armed struggle. These officials may serve on a full time, part time or voluntary basis. The total number of people involved in this national planning process – at all levels – must be several hundred thousand. Financing this large workforce will require imposition of taxes on the products and services of the units under planning administration. These taxes may be incorporated in the prices of the goods and services produced by these units. Planning administration at the base levels (where the bulk of the planners are engaged) – i.e. at the firm, service office and market levels will thus be self-financing. Financing of national, provincial and district planning activities should be incorporated in national, provincial and district budgets. The planning process should involve the following steps: A draft, tentative, annual or medium term plan should be prepared by the national/central planning commission. This tentative draft should outline/project targets for production, investment, employment and current expenditure of major production/service producers in the main sectors of the economy. This draft, tentative plan should be sent to the production/service units for whom the central plan has fixed production, investment, employment and expenditure targets through the provincial, district and local planning commission offices. The units for whom production, investment, employment and expenditure targets have been suggested should be requested to assess whether these targets are realistic and then modify them in accordance with their production, investment, employment and expenditure capabilities and needs. The modified base level production, investment, employment and expenditure should be sent to local, district and provincial planning offices which would be responsible for consolidating these base level proposed production, investment, employment and expenditure targets at the local, district and provincial levels. The local and district planning offices should send the modified consolidated proposals to the provincial planning offices which should consolidate them at the provincial level and forward them to the central planning commission. The central planning commission should consolidate these provincial proposals and issue the final draft of the plan outlining production, investment, employment and expenditure targets for all major production and service units under the planning system in IEA . Three months after the issuance of the plan , its implementation process should begin. The base planning units – those established at production, service units should report through the local, district and provincial offices to the central planning commission. The extent to which production, investment, employment and expenditure targets for each units are being met or being surpassed. Major reasons, if any, for shortfalls in meeting targets
Modification of production, investment, employment and expenditure targets for the rest of the planning period. Impact of economic and management policies on the religious and spiritual life of the employers and customers of the production/service unit. Proposals for modification/enhancement of economic policies to promote sabr, tawakkul, infaq among the employers and customers of the unit.Collecting information and analyzing it should be the responsibility of the Dawah Majlis which has been at all major production and service units and in markets. Function of the Dawah Majlis are listed ahead under XI. IX The plan implementation unit reports will be sent for consolidation to local, district and provincial planning offices. X In the light of these unit level consolidation implementation reports the central planning commission will revise all planned targets on a half yearly or annual basis. XI The functions of the unit level Dawah Majlis are as follow: To promote religious and spiritual consciousness through an ongoing education and training focused on emphasizing that ma’ash is only a means for the achievement of falah in ma’ad Organization of those rural and tribal customs and practices with the firm/office that are not contradictory to the teachings of the Shariah Advocating and defending the policies of the Islamic government within the firm/office and among its customers Monitoring changes in the spiritual/religious life of the employees and customers and preparing quarterly reports on this basis Distribution of all health and social support services to the employees of the unit thus linking the promotion of bodily to mental and spiritual health Representing the genuine grievances of the employees and customers of the unit to the ministry of labor and other government authorities. The Dawah Majlis will be headed by a recognized bazurg of the area. It will include employees of the unit, educated customers and tribal leaders. The head of the central Dawah Majlis will be the minister of Nahi anil Munkar or a representative of Hazrat Amir-ul-Moumineen. X11. The plan will be approved by the Cabinet on the recommendation of both the Central Planning Commission and the Central Dawah Majlis which will scrutinize it both for Shariah compliance and for its impact on promoting mass consciousness of ma’ash as a means for the promotion of falah in ma’ad. Conclusion: Planning is an essential tool for governance of market and preventing the dominance of capitalist values (hirs and hasad) in the economic life of country. It is also an essential tool for preventing the imperialist subjugation of the national economy to global capitalist commodity and financial markets. To effectively serve these purposes planning must be a continuously ongoing mass based process. Such planning will be greatly facilitated if the government has control over the pricing and credit system of at least those units output investment, employment and expenditure of which are being planned. Controlling prices requires the urgent nationalization of the domestic banking system which currently enables the distribution of both money and credit. It is therefore urgently necessary that the government creates its own currency supply and takes sole responsibility for the creation and distribution of both currency and credit in the economy. Without this riba cannot be eliminated nor can we insulate the national economy from haram global money market transactions.
