Afghanistan Economic Plan Notes 1. Instead of “two to three year’s specific data should be given, say 2022-2024 2. “Governance” – effectiveness needs to be defined. 3. In governance section we must mention “governance will be in accordance with Islamic principles. 4. In governance section we may consider saying, “the governance system will be decentralized and will encompass the central, provincial and local levels. 5. Section 1.2 “peace”. We may consider saying “Peace will be ensured by involving the masses in the governance process” 6. Section 2. Part 10. Very good. Government must establish monopoly in the trade of grain. Distribution of grain throughout the country should be the responsibility of the central, provincial and local governments. This is also relevant to part 13. 7. Point 14 is very good. 8. Point 15 is very good 9. Point 16. Omit the words “land reform” and retain the rest in the point 16. 10. Point 17 very good 11. Point 18 to 20 very good 12. Section on “rural development” 13. Points 21 to 23 very good 14. Point 24. this have been given in the document “Developing a Planning System for Emirate Islamia. 15. Section on Mining and Energy 16. Point 25 very good 17. Point 26. We disagree. Mining should be nationalized and should not be part of a “mixed economy”. Foreign investment in mining projects must take the form of joint ventures in which the government should have management control. BOT contracts may be issued and transfer period should not be more than five years. 18. Point 27 very good as are points 28 and 29. 19. Point 30. All mining contracts should be within a nationalized framework and take the form of BOT contracts. 20. Point 31 very good 21. All points in Energy section very good except in point 36 which should say “encourage local investment in solar energy”. 22. Also in this section we may add “oil and gas based energy sector will be nationalized” 23. Section on Trade and transit. 24. Point 43 very good as is point 44 25. Point 45. We suggest add “foreign investors from Turkey, Iran, Pakistan and other Muslim countries”. 26. Point 46 good. Point 47 not clear. 27. Point 48 very good. 28. We recommend nationalization of all export and import business. All foreign trade should take place through government channels so that government has full control over inflow/outflow of foreign exchange. See

of this are given in our submission “Developing a Planning system for the Emirate e-Islamia” 43. Point 67 very good. 44. Point 68 very good. No foreign aid agency should be allowed to directly or indirectly distribute aid to the population. For details see our submission “Developing a Planning System for Emirate-e-Islamia” 55. UN is an imperialist agency working for America (our enemy). 56. Point 85. Not merely “track” but fully control the acquisition and distribution of aid 57. Section on Education. Very surprised that points 86 to 88 do not mention the commitment to the promotion of Islamic Education. 58. Points 89 to 91 again do not mention Islamic system graduates who are our revolutionary elders and a major expansion in their employment in the economic sector is vitally important for safeguarding the revolution 59. Point 92. Very surprised that modernization is among the objectives of curriculum reform. Modernization is eventually secularization. We recommend the removal of modernization from curriculum reform proposals. 60. Points 93 to 95 good but reference to madrassah education needed. 61. All points in health sector very good as are all points in the section on Environment. 62. Section on Technology. In the framework it should be made clear that by rule of law we do not mean the rule of law as understood by the capitalist imperialists but the rule of Islamic law. Overall The document is a good attempt at specifying policy priorities of the Islamic government. We recommend that it must be recognized that the primary purpose of planning is establishment of an Islamic economy and society. Economic

policy is a major instrument for the Islamization of individual and society. We propose the establishment of a Dawah majlis to supervise and participate in the provincial and central level. The Dawa majlis will seek to ensure that the government’s economic policies are leading to the enhancement of Islamic consciousness throughout society. At the initial phase of the planning process setting up an institutional structure is vitally important. Details of this institutional structure are provided in our submission “Developing a Planning System for Emirate-eIslamia”. At this stage the most crucial institutions that should immediately be established are: 1. The Dawah Majlis to observe and monitor the policy implementation process. 2. A national supply commission to organize the distribution of grain and other essential commodities throughout the country. This must be a mass organization with thousands of employees present at the local, district, provincial and central level. 3. A mass based statistical office be established to collect data on production, consumption, investment and trade. 4. An Awami Islami Tamveeli Institute (AITI) to replace the existing commercial banking financial services system. AITI should report to the central bank which should over a twelve month period replace Afghani with the newly issued baseless Islamic Dinar. AITI should be responsible for the distribution of the new currency and the management of the credit system. 5. A state monopoly of Foreign Trade and Exchange which should be responsible for the financing and distribution of all imports and exports. It should serve as the sole national custodian of all

foreign currency acquisition and expenditure and for the maintenance of the external value of the Islamic Dinar. Details of this institutional structure is given in our earlier submission “Developing a Planning System for Emirate-eIslamia”. We request the Afghan government to reject all proposals from multinational companies such as unilever which incorporates provisions that enable the companies to organize the distribution of external commodities to the Afghan people. These multinational companies are very closely linked to their home governments which have lost the war and now seek to use multinationals and banks to undermine the mass support of the revolutionary government in Afghanistan. For the defense of the revolution it is absolutely essential to establish a comprehensive state monopoly over national distribution and financial system.
