DAIMG’s Comments on UNAMA’s (Human Rights service) Update on the Human Rights Situation in Afghanistan for July-September 2024

Summary of the update

UNAMA’s Human Rights services continues its propaganda campaign serving imperialism and seeking to overthrow the Islamic government.

As an imperialist agency it continues to refer to the Islamic government as “de facto authorities” and continues to insult Hazrat Ameer ul Moumineen by referring to him as the “Taliban Leader” and not the legitimate head of the entire Afghan nation.

It criticizes the law on the Promotion of Virtue and the Prevention of Vice for “limiting the already constrained rights of women to freedom of movement, expression and transportation in public life”. The main target which UNAMA seeks to focus on is the Ministry of Amr Bil Maruf Wa Nahi anil Munkar, the activity of which according to UNAMA “negatively impacts on enjoyment of human rights and fundamental freedom of the people living in Afghanistan with a discriminatory and disproportionate impact on women”.

It spreads the white lies about restrictions on women’s employment, travel restrictions and denial of access to primary and alternate education that UNAMA continues to monitor. At the ground level.

It highlights the few isolated incidents of ISKP terrorist attacks and cross border clashes with the aim of showing that the Islamic government has not mastered the security situation and there are significant threats to the maintenance of peace in the country. It also tells the usual lies about the prevailing “torture” and corporeal punishments meted out by Afghan courts. It objects to restrictions placed on the promotion of imperialist propaganda in the electronic media and seeks to promote sectarian strife by liberalizing religious discourse. Finally it records without comment recent changes in the administration of justice.

DAIMG’s suggested Recommendations

UNAMA is an imperialist agency and its propaganda arm – the Human Rights Service – seeks to:

  1. Secularize Afghan Islamic society through popularizing human rights ideology and corrupting the Afghan masses by advocating liberal/capitalist values in society.
  2. Promoting political instability by highlighting isolated terrorist attacks and border clashes seeking to intensify Pak-Afghan conflict.
  3. Promote sectarian friction by liberalizing religious discourse specially through the media.

These are all attempts to delegitimize Islamic rule and restore secular governance in Afghanistan. We should be in no doubt about the fact that UNAMA is imperialism’s fifth column in Afghanistan seeking to overthrow Islamic rule through the exercise of imperialism’s “soft power” – that is why it refuses to recognize the legitimacy of Islamic rule and continues to call us “the defacto authorities”.

Therefore, DAIMG recommends that restrictions be placed on UNAMA’s activities, especially the operation of its Human Rights Service should be banned. We are disturbed to note the Update’s repeated claims that “the de facto Ministry of Foreign Affairs report to UNAMA” – as if the Islamic government recognizes its mandate and our Ministry of Foreign Affairs is subordinate to UNAMA. We should stop such “reporting” immediately and impose strict legal restrictions on UNAMA – effectively banning its Human Rights Services.

Tolerating imperialist agency activities – UNAMA, the World Bank, the NATO financed Humanitarian Group, UNESCO etc. – Is necessitated by our dependence on UN cash transfers. This dependency has been reduced continuously during the last ten years and we should seek to eliminate it completely by 2025. Developing appropriate macro economic policies – especially with regard to currency and credit planning – should be implemented to rid us of the need for imperialist grant.

Finally there is an urgent need to launch a nationwide campaign against the ideology of human rights. We are particularly alarmed to note that according to the UNAMA Update there is a Human Rights Section in our Interior Ministry. This section should be immediately renamed as the “Huquq-al-Ibad” section. The purpose of promotion of huquq al Ibad should be the prerogative of the Ministry of Amr bil Maruf wa Nahi Anil Munkar and not that of the Interior Ministry.

DAIMG has submitted extensive material showing that human rights discourse is a means for creating capitalist individuality and liberalizing society. We should not legitimate it. We should denounce it. Human Rights ideology is an invention of the devil to corrupt mankind. The material submitted by DAIMG on human may be used to launch a sustained campaign against human rights theory and practice in the print and electronic media and in madaris, schools, colleges, mosques, tribal communities, government departments and NGOS Advocacy of human Human rights should be criminalized and socially stigmatized. Popular literature in Pashto and Dari should be widely spread to show why we are doing this. The anti Human Rights campaign should also be organized through the Ministry of Amr Bil Maruuf wa Nahi Anil Munkar through masajid Imam who should head their campaign at the local level using Juma Khutbas to educate the people about the reality of human rights. DAIMG firmly believes that successfully launching an anti-Human Rights national campaign can be a primary means for combating imperialist propaganda and defeating the imperialist strategy of subverting Islamic rule through the gradual secularization of Afghan Society.
